I am considering buying a house in Los Arcos. I like the house, like the area but it does look a little past it's prime.
Does anybody know if this area is in decline?

For me Los Arcos (Cariari) is a great area. The location is unbeatable and you have the country club right in your neighborhood.  The membership is even inexpensive compared to others. 

The area was THE place to be in the 70s, which is probably why you could get the impression that it is past its prime. And it is true that the real boom is in Santa Ana and Escazu with development spreading for the east. 

However Cariari is at a point where it has many things going for it as far as appreciation:
- INTEL is in the neighborhood and constantly expanding. 
- The major Free Zones are across the highway and also new free zone parks have just opened.
- I think with petroleum scarcity and gas prices being an issue development can't keep expanding outwards, so location will become vital.  Even for high income people, the ability to live in a nice area with everything close by could have a positive impact on their personal finances.

I was in that area the other day and I saw several new houses being finished or started, which I think is a good indication that the area is on the upswing again.
