Sounds like it is possible:
Trevor Chilton, Director, Customer Relations, Sales and Expediter

In the late 80's upon a career change he became a Broker of financial services covering group insurance, pensions, life and disability insurance and investment products. He took various financial courses through the Life Underwriters Association of Canada and Chartered Financial Planners covering Estate and Tax Planning Issues. Owned and operated Freedom Foundations Inc. marketing to and educating clients on offshore financial services including investments, tax planning programs, asset protection strategies as well as investing in Costa Rican Real Estate. As a result of his exposure to the environment in Costa Rica he relocated here in 2001 to establish a higher profit, lower tax investment environment with Suenos de Amigos S.A. Mr. Chilton will look after customer relations and orientation in Costa Rica as well as materials expediting for the project.
On the other hand I have seen posts by him on other forums that recommended against buying property sight unseen and offered comparisons between local values and dubious project's prices, so it is possible it is not the same person.
The site page does have some good points when compared to other projects:
You can look at the map and see where the project is located, so you can go there and look at it. (unlike other projects where the location is a state secret)
The land is in the middle of Jaco Beach, so they aren't selling you on the Jaco area when they aren't located within it. (unlike other projects where it is a 45 minute drive to Jaco, but who talk as if they are in the area.)
But you still have to ascertain if that project is right for you and if their projections are realistic and whether or not the principles have the experience and capacity to follow through on what they are projecting.
