I can tell you that Boy Scouts do exist in Costa Rica and there are many troops all over the country. My brother-in-law used to go and they meet every Saturday in the park where I live.
As far as schools, that's a very good question. A lot of families used to end up living in the Central Valley because this is where the good bilingual schools are. Fortunately, the Country Day School has opened on the beach in Flamingo. This is one of the best schools in Costa Rica and even internationally. Tamarindo is a good beach town with a lot of amenities and people there send their kids to CDS on the bus. You can loook at the ABC Real Estate web site for some information about Tamarindo and ask about the bus ride:

I don't know of a specific one, but there has been a lot of development there and it's probable that a school has opened or soon will open in that area.
