Hi Andy, welcome to the forum!
Of course, the costs will vary according to the location you build in, your building site, your builder and your architect. However, I can give you some ballpark figures:
$300 per sq. meter ($27.88 per square foot) is what the basic construction costs on average. The basic construction is your structure, electrical wiring, plumbing and rough finishing like stucco. From that amount you have to of course add on all of the fixtures and finishes. The final cost will vary according to the origin of the fixture and materials. For a rough idea:
If you finish out with materials and fixtures of high quality, but that are commonly available in hardware and building supply stores, then your costs will run an additional $ 250 - $300 per sq. meter ($ 23.23 - $27.88 per square foot) This is the quality of construction that you will find in homes done in developments by local builders. This is also about what they charge.
If you finish out with imported, luxury materials and all the modern conveniences, then your cost is likely to run around $1000 to $1100 per square meter in total ($92.94 - $ 102.23 per square foot)
This isn't to say that you can't do it for less or find quotes for less, but at these rates you should be getting top quality construction from well know builders and architects. People who will not cut corners and will not end up running over budget or out of money. Always make sure to check the builder's and architect's references.
Also, if you buy the land using a reputable realtor, they will be able to give you names of local builders and architects who work in the area you have purchased and whose buildings have stood the test of time.
Also, don't rule out purchasing an existing structure as it is much easier to analyze the quality and durability of something already done over something you are only planning. Particularly if you are new to Costa Rica. Good Luck!
